Add the bay leaves and cover with olive oil.<\/p>\n\n\n\n<p>Bake in the oven, preheated to 150 \u00baC, for 30 minutes. Remove and set aside. Put the water into a saucepan and bring to the boil. Add salt, oregano and the couscous. Remove and let stand for 10 minutes.<\/p>\n\n\n\n<p>Prepare the sauce: put the milk, flour, butter and lemon zest into a pan, stir well, and heat, stirring constantly, until thickened. Remove and set aside.<\/p>\n\n\n\n<p>Stir the couscous well, add the seeds and mix them in. Serve your codfish loins with the couscous.
